Returns the latest account-limit request per provider for the customer. limits and reviewed_at appear once the provider has reviewed the request. Returns 200 with an empty data array when no limit request has been made.

limits records what a request yielded at review time (possibly unchanged), not the current limits: use GET /v1/payments/customers/{customer_id}/limits for live values.
