Create terms signature

https://api.checker.finance/v1/payments/customers//terms

Mints a hosted terms-of-service URL at the provider. The customer is redirected to the returned URL to accept the agreements. The signature starts PENDING and is promoted to ACCEPTED once the provider account reports the agreements as signed (learned at onboarding). Each call mints a fresh signature (append-only history); the latest by created_at is considered active. Blocked once the customer is already initiated at the provider.
